How much aware we are of the concepts, framework and guidelines of Inclusive Education for Children with Special Needs. The implementation of Inclusive Education is in the hands of educators in any country. Effective implementation is possible only with basic information and conceptual understanding of Inclusive Education along with its vision deeply rooted in heart.
In the year 1994, UNESCO has organized a ‘World Conference on Special Needs Education. Access and Quailty’, held in Salamanca (Spain). The conference was set within the framework laid down by the ‘World Conference on Education for All (Jomtien, 1990) regarding the education of children with disabilities or special needs. It was a milestone conference in the area of access and quality for inclusive education.The conference addressed the fundamental changes to be made in educational policy and provisions in order to create conditions for inclusive education. The Salamanca ‘Framework for Action on Special Needs Education’ puts forward concrete ‘guidelines’ to plan action for national governments, international organizations, national aid agencies, etc. in order to implement inclusive education. This conference represented 92 governments and 25 international organizations. As a result of the conference, significant legislation was introduced by many countries for inclusive education.
